Trainings for the Border Police of The Republic of Moldova in the scope of the criminal analysis and border control with particular account of the tactic and technic intervention and firts aid rules

The theme of the project was coordinated with the Head of the Border Police Department in the Ministry of Internal Affairs of the Republic of Moldova. The project is a continuation of the aid activities conducted by the Polish Border Guard for the Border Police of Moldova.

Since 2012, the Polish border service has been implementing projects within the Programme of the Ministry of Foreign Affairs. The project actions completed until now have contributed to a significant strengthening of the capacity of the Moldovan border service, above all in the implementation of EU border control and border protection standards, as well as in the professionalisation of training conducted by the Ungheni centre for training the Moldovan Border Police.

The location of the training centre in Ungheni, close to the border with Romania (the border crossing is located in Ungheni, and the European Union border runs along the Prut River, the bridge across the river also being a border crossing) and the border post will improve the quality of the training conducted, with the availability of information on the actual conditions existing in the border services.

The proposed training activities are aimed at the personnel involved in direct protection of the state border (border control, road control), as well as the divisions performing operational tasks. The results will consist of overall improvement of these services and will successively improve the efficiency of protection of the external EU borders by the services of third states.

The implementation of the project will involve the Border Guard Training Centre in Ketrzyn, which is in the same location as the Warminsko-Mazurskie Border Guard Unit, which is responsible for protection of the EU border with the Russian Federation (Kaliningrad Oblast). The training centre in Ketrzyn is one of three centres that train Border Guard officers and staff. The centre has the longest traditions in Poland in training border services, dating back to 1949. The direct proximity of the border units makes it possible to incorporate practical aspects into the centre’s training curricula.

The main aim of the project is to strengthen the capacity of the personnel of the Border Police of the Republic of Moldova in criminal operational analysis and border control, taking into account intervention tactics and techniques as well as the principles of providing first aid. All of the project’s actions are focused on improving efficiency in the performance of statutory tasks of the Moldovan border services related to combating cross-border crime.

The above aim will be achieved through the organisation of five successive training sessions, grouped in accordance with their thematic scope, as well as through training of a group of about 36 officers from the Moldovan Border Police. Training will also be provided for a group of analysts from the operational and investigation division. The purchase and delivery of a station with licensed software will constitute a valuable analytical tool.

An additional project asset is the preparation of two trainers from the training centre in Ungheni, who will in turn conduct training in the field of intervention tactics and techniques. The capacity of the beneficiary will be further strengthened with the purchase of teaching equipment for professional training, and through the further transfer of knowledge and skills acquired by the personnel from the Moldovan services in the course of the project.

The project was implemented in Moldova and at the Border Guard Training Centre in Ketrzyn. The training was mostly conducted at the National Border Guard College in Ungheni, which has the staff responsible for training personnel from the Moldovan Border Police. Except for the first stage of training for multiplier trainers in intervention tactics and techniques at the Border Guard Training Centre in Ketrzyn, all other training activities were carried out at the training centre in Ungheni. A visit summing up the project was held at the BG Training Centre in Ketrzyn.

Implementation of the project will bring the following results:

  1. Improvement of the educational facilities at the centre for training the Moldovan Border Police in Ungheni through the supply of training equipment. 
  2. Transfer of knowledge and skills in criminal operational analysis, taking into account the servicing of analytical programmes. 
  3. Transfer of knowledge and skills in border traffic control, taking into account the principles of providing first aid while on duty.
  4. Transfer of knowledge and skills in intervention tactics and techniques applied in the service activity of European border services.
