The modification of Development cooperation plan in 2014

Considering the political situation in Ukraine and the necessity of allocation of additional funds for the observation mission deployed by the OSCE Office for Democratic Institutions and Human Rights (ODIHR), particularly relating to the presidential election in Ukraine, the Ministry of Foreign Affairs developed a modification of Development cooperation plan in 2014 which is implemented through the Ministry of Foreign Affairs of the Republic of Poland from special purpose reserve allocated to development cooperation and MFA funds.

Developed modifications includes the following Plan issues:

-   1.1.1. Supporting the democratic process: adding to the part Supporting democratic and transparent electoral procedures the provision on the observation mission deployment relating to the presidential election in Ukraine and the removal of the provision on providing local government elections monitoring in Belarus and Uzbekistan;

-   1.2.2. Projects implemented by government administration bodies and subordinate entities: departing from financing of 6 projects (5 projects of the Ministry of the Interior and 1 project of the Ministry of Justice). The cancelled projects are presented in the table below:

-   1.2.2. Projects implemented by government administration bodies and subordinate entities: the update of projects budgets resulting from submitting the final projects applications in the fourth quarter of 2013 and the third quarter of 2014;

-   ANNEX 1: Special purpose reserve - fund allocation: a modification of the special purpose reserve fund allocation includes the followings items:

  • Election monitoring – the increase the amount from 400 000 PLN to 3.7 million PLN;
  • Projects implemented as part of the "Polish Development Aid 2014" call for proposals - the decrease in total by 192 675 PLN (to the amount of the allocated funds within the settled call for proposals);
  • Projects implemented by public administration bodies - the decrease in total by 1 768 423 PLN;
  • European Humanities University - the decrease the amount from 500 000 PLN to 300 000 PLN;
  • Small Grants Scheme - Support for economic growth in partner countries implemented in cooperation with private sector - the decrease the amount from 1.5 million PLN to 580 000 PLN;
  • Co-financing transition support projects selected in the "Polish Development Aid 2014" call for proposals - the decrease the amount to 0 PLN (allocation amount of 300 000 PLN within the "Polish Development Aid 2014" call for proposals wasn’t allocated, the selection board didn’t recommend any project to be financed);
  • Projects implemented by NGOs as part of the "Polish Aid Volunteering 2014" call for proposals - the increase the amount from 1.25 million PLN to 1.3 million PLN;
  • Evaluation - the increase the amount from 200 000 PLN to 300 000 PLN;
  • Information and administration - the decrease the amount from 300 000 PLN to 150 000 PLN;
  • RESERVE FUNDS - the increase the amount by 81 098 PLN to 3 340 083 PLN.
