The legal, financial and administrative basis of the system of support for disabled persons

These actions are a continuation of the project entitled “The legal, financial and administrative basis for the system of support for disabled persons” implemented in 2012 by the Ministry of Labour and Social Policy. Due to the parliamentary elections in Georgia and the change of government, the Georgian partners could not be engaged to take measures to help persons with disabilities. Therefore, in the second year of the project’s implementation, emphasis will be placed on engaging the government. At the same time, efforts will be made to gain more knowledge on the pursued and planned policy of support for persons with disabilities in Georgia in order to better respond to the partner’s needs.

The legal, financial and administrative basis of the system of support for disabled persons

The project was implemented from 1 June to 31 December 2013. The implementing party was the Office of the Government Plenipotentiary for Disabled Persons’ Affairs, and the local partner was the Georgian Ministry of Labour, Health and Social Affairs.

The project’s objective was to help in the creation of a system of support for disabled persons in Georgia. In the course of the project, training was organised for public administration officials and representatives of the third sector, with a focus on Polish solutions in the operation of NGOs and the volunteer system for persons with disabilities and taking into consideration the financial aspect and legislative solutions. Training was also organised to highlight the Polish solutions in relation to foster parenting. There were also 2 study visits, during which meetings were held at the ministerial level between the Georgian and Polish sides. The project resulted in a report being prepared on the policy of the central and local government as well as other entities regarding support for persons with disabilities in Georgia.
