System of support for people with disabilities at the local level - examples of good practices

The Georgian Ministry of Labour, Health and Social Affairs is responsible for implementing system solutions for people with disabilities, resulting from the provisions of the “Government Action Plan for 2014–2016 to ensure equal opportunities for persons with disabilities in Georgia” and the Convention on the Rights of Persons with Disabilities, ratified by the Georgian government in 2013.

Under the project, implemented in 2016, representatives of the Georgian side will be provided with knowledge concerning cooperation of the central government administration and local governments in actions for people with disabilities at the local level and regarding the organisation of boarding houses for children and adults with disabilities. Knowledge will be provided on how to raise the quality of services for people with disabilities at the local level, with particular consideration for the local government in Telavi and the quality of 24-hour public boarding houses for people with disabilities in Kojori, Marktopi, Dusheti and Dzevri. Additionally, the staff of the Department of Labour of the Ministry of Labour, Health and Social Affairs will become acquainted with the subject of employing people with disabilities in the protected and open labour markets.

Under the project, participants completed two internships and a training visit to Poland as well as a study visit to Georgia. Participants included representatives of Georgia’s Ministry of Labour, Health and Social Affairs, the Social Service Agency, the State Fund for Protection and Assistance of (Statutory) Victims of Human Trafficking (ATIP Fund), the Department of Architecture of the Academy of Arts in Tbilisi and the local government in Telavi. Visits and internships in Poland involved 21 Georgian participants. The project aimed to raise the level of knowledge and to organise support for establishing bilateral cooperation between the Polish and Georgian towns and the institutions where training visits and internships took place.

In the course of the visit to Georgia in September 2016, meetings were attended by about 70 people from Georgia: representatives of central and local governments, NGOs and institutions helping people with disabilities. Twenty-five representatives of central and local governments as well as academic circles took part in visits to Poland. In the course of the internship in Lublin, which lasted from 27 June to 8 July 2016, visits were paid to more than 25 facilities for people with disabilities at the local level. During this time, about 25 hours of training were carried out to prepare strategic documents at the local level.
