Supporting the implementation and programming of development policy by the administration of the Autonomous Republic of Ajara in the labor market and entrepreneurship area, by creating Ajarian Observatory of Labor Market and Economic Forecasting

The institutional capacity of the National Statistics Office of Georgia (Geostat) is currently being built. At the same time, the authorities of the Autonomous Republic of Adjara have perceived the need to fill information gaps at the regional level and to conduct regular analyses in the field of socioeconomic development of the republic. The project aim is to create the groundwork for a coherent system of information and analysis which would strengthen the analytical capacity of public administration in Adjara with regard to evidence-based policies.

The project was implemented between March and December 2014 by the Marshal’s Office of the Malopolskie Voivodeship. Local partners were the Ministry of Finance and Economy and the Ministry of Labour, Health and Social Affairs of the Autonomous Republic of Adjara, together with the Employment Agency in Batumi.

Under the project, information was provided on the operation of public policy observatories in the field of labour markets and the economy. The proposed scheme was based on the Regional Development Observatories model, tested out in Malopolska and evaluated as a model by, among others, the Ministry of Regional Development and other marshal offices in Poland. Under the project, a research methodology was presented, a programme of operation for the Adjarian Observatory was developed and its website was created, together with a module for spatial data visualisation. Project beneficiaries were the public administration staff at the central level in the Autonomous Republic of Adjara.

In the course of the project, the website of the Adjarian Regional Development Observatory was created (www.observatory.ge). Four study visits were also organised: two to Adjara and two to Malopolska. These served the purpose, above all, of mutual learning: representatives of Malopolska learned about the legal system in Georgia, helping them better respond to the needs reported by their Georgian partners. Representatives of the Republic of Adjara had a chance to learn about best practices worked out by Malopolska over the years and were trained in the use of the website and data analysis tools.

At the end of the project, a manual was published for the administration on the opportunities and benefits of the Adjarian Regional Development Observatory.
