Support of the public administration in Moldova in the implementation of the National Strategy for Regional Development of Moldova 2016-2020 in the field of urban policy and development of urban areas

The Ministry of Development of the Republic of Poland (MD) and the Ministry of Regional Development and Construction of the Republic of Moldova (MRDC) signed an agreement on regional cooperation on 18 February 2010. Previously, said cooperation took the form of expert meetings and participation in the Task Force for Moldova working group.

Under the aforementioned agreement, in the years 2012-2015, the MD implemented four development projects. The first project (2012) was devoted to updating the regional development strategy and the methodology for the preparation and evaluation of infrastructure projects. This project was continued in 2013; its main objective was the development of tools to be used in the preparation and evaluation of regional development projects. In the years 2014-2015, the Polish support measures provided assistance in the preparation of the National Regional Development Strategy of Moldova for the years 2016-2020 (NRDSM).

Within the framework of the cooperation, to date the Moldovan counterpart has been provided with assistance in the following fields:

  • improvement of the procedures applied in the management and monitoring of infrastructure projects;
  • the methodology of preparing regional-policy-related strategic documents;
  • updating the NRDSM provisions for 2013-2015;
  • updating the provisions of the Regional Development Strategy for the North Region;
  • upgrading the system for tendering, evaluation and selection of projects to be implemented within the framework of the National Regional Development Fund of Moldova;
  • the methodology for developing support instruments and projects that improve the competitiveness of regions in ways that are consistent with the development potential of those regions;
  • the principles of enterprise support and its instruments, in the context of regional policy: three sets of support instruments were developed and delivered to the Moldovan counterpart; these included instrument profiles and implementation methods and took into account the specificities of Moldova;
  • development of the NRDSM for the years 2016-2020.

At present, Moldova’s development policy, as implemented at the local/municipal level, lacks a regeneration component. Informed by the outcomes of the research and analysis conducted within the framework of the project that the MD and its Moldovan counterpart executed in 2016, the parties agreed:

  1. to draw up the main urban policy objectives in the years 2016-2018; and
  2. to implement that policy at the national and regional administration levels in the years 2018-2020.

The project is a continuation of the cooperation undertaken in 2016 and focuses on providing the MRDC and the Moldovan administration at large with ongoing support in the implementation of the NRDSM for 2016-2020 in the fields of urban policy and urban development. Its detailed objectives include:

  • ensuring sustainable economic growth in the regions by means of strengthening the network of the country’s urban centres, continued identification of urban growth poles – which includes profiling each city’s impact potential and its geographical outreach – and creating mechanisms for strengthening cities, depending on the selected growth poles;
  • improving the management of the regional development process by strengthening the institutional framework and administrative capacity.

The cooperation pursued in 2016 led to the formulation of urban policy recommendations which suggest that the work in the coming years should focus on structuring regional policy implementation instruments and mechanisms addressed to municipalities as well as on the implementation of pilot projects in selected cities, with a special focus on urban regeneration and renewal, understood as processes of social, economic and spatial change.

Moldova’s central administration is the main project beneficiary; this includes expert staff from the MRDC and other line ministries responsible for sectoral policies, Regional Development Agencies and nine Moldovan cities included in the project: Bielce, Comrat, Soroca, Ungheni, Hincesti, Straseni, Orhei, Ceadir-Lunga, Cahul and Edinet. These cities have been granted the “autonomous city” status (under the relevant legislative act), have the greatest development potential and fulfil the role of natural growth centres in their regions.

The implementation of module I of the project included:

  • needs and initial situation analyses aimed at determining the conditions precedent to the implementation of regeneration measures under Moldova’s regional policy;
  • organisation of an advisory mission to Moldova;
  • expert meetings and workshops devoted to the development of objectives of a support system (a proposal for its institutional and regulatory framework and its support instruments) for the implementation of regeneration measures;
  • training on urban regeneration provided to 50 Moldovan officials;
  • publication of a paper on regional policy addressed to cities, with a special emphasis on regeneration.
