Professionalization of operational management - implementation of modern methods of raising funds for the execution of the regional strategies for six regions in the Republic of Moldova - the second phase of the project

The main factor hampering absorption of external funds in Moldova is the shortage of skilled and experienced staff in district administration offices, who would be ready to seek external funds independently or in partnerships. The project is important for the local public administration, particularly in connection with Moldova’s signing of the association agreement with the European Union.

The project is a continuation of the project implemented in 2014 by the Terra Humana Foundation under the Polish development aid programme, addressed to six new districts of northern and central Moldova.

The project is aimed at increasing the level of absorption of funds in six districts of Moldova, and at implementing skills in using modern tools for planning investment actions in the aspect of applying for external funds and settling these funds.

The project envisages training in six districts of Moldova, for 30 staff members who will then create teams capable of absorbing external funds and effectively implementing projects. Thanks to workshops on operational planning and management of a project cycle, investment projects will be worked out (one in each district), as part of the operational plans for implementing the development strategy. Each project will be accompanied by a model application to potential grant donors.

Another result of the project will be the preparation of a feasibility study of a selected investment project already available from the beneficiaries or worked out in a workshop, one for each district (altogether six feasibility studies will be created).

A durable element of the project will be the contacts established under an internship visit to Poland. The internship will deal with transferring the Polish experience in the implementation of operational plans through the absorption of external funds, with due consideration for the barriers and mistakes made during application for assistance funds and the good practices in this field (organisational, technical and financial matters). The project is based on the Polish experience in absorption of pre-accession funds and the implementation of investment projects on the basis of EU funds in the financing periods of 2004-2006 and 2007-2013.

Implementation of the project will result in:

  1. Improved knowledge and skills of administration staff related to the absorption of external funds on the basis of operational planning, managing a project cycle, and the use of IT tools.
  2. Improved knowledge and skills of public administration staff in the creation of a project feasibility study and concerning economic (social) profitability of investment undertakings.
  3. Preparation of documents – six investment projects and six feasibility studies of investment projects in the field of implementation of the strategy for local development – in six districts of northern and central Moldova.
  4. Creation and training, in each of the six districts, of project teams composed of staff of the district offices, in preparation for independent absorption of development funds.
  5. Training of project teams of each of the six districts, in workshops presenting universal model solutions for seeking external funds, in accordance with EU methodology.

Results include training of 120 administration staff from six districts of Moldova, preparation of six projects and six project feasibility studies (one in each district), issue of 3 000 fliers, and the creation of a website and fan page, and 600 copies of a guide.
