In July 2012, the Notre Europe think tank in Paris published a policy paper entitled "European Development Aid: How to be more effective without spending more?" The analysis was written by Elena Muñoz Gálvez, the think tank’s expert.
Development policy is one of the main instruments the EU has to make its voice heard on the international stage. Despite the fact that the official development assistance (ODA) provided by the EU represents more than half of overall global aid, there are challenges to address. These include the fragmentation of European development aid, its coordination and the changing development environment caused by the rising power of emerging economies. Fiscal austerity and the EU economic crisis risk a reduction of EU development aid.
The policy paper "European Development Aid: How to be more effective without spending more?" by Elena Muñoz Gálvez evaluates the Commission's proposal on development financing for 2014-2020 in terms of EU development aid efficiency and coherence. The paper also discusses how to improve these two determinants of EU aid.
