Moldovan Border Guard Service skills improvement in the scope of public security and border management

Due to the proximity of the border of the Republic of Moldova to the external border of the European Union, implementation of EU standards in the field of state border protection and raising the skills of the formation protecting borders is an important element of strengthening standards of border safety and protection. Raising and continuing improvement of skills in risk analysis and forensic analysis will improve detection of crimes within the competence of the Moldovan border formations and the effectiveness of prosecuting the perpetrators of those crimes.

Poland’s geographic location is such that part of its border coincides with the external border of the European Union. From the beginning of the EU accession process until now, the border guard has been applying EU standards and border management. The project was a response to the real needs of the border guard of the Republic of Moldova with regard to strengthening capacity in its current service activity.

The implementation of earlier Polish-Moldovan projects has made it possible to establish cooperation in the field of border issues and in the implementation of EU standards and cross-border policy with regard to the Border Guard of Moldova. In this project, five training visits were organised in the Border Guard Training Centre in Ketrzyn for representatives of Moldovan services. There will be 40 participants in the trainings. A one-day visit to the Border Guard Unit is planned in the present project. Following the training in Poland, an outgoing seminar was held in Moldova, in Moldovan border guard units among other places, summing up the earlier training.

During the training, knowledge and skills were offered in state border protection, verification of the authenticity of documents, border traffic control and technical means used for border control, and the legislative grounds of operational and investigative activities.

The project provided training for 40 representatives of the Border Guard of Moldova and allowed for effective implementation of EU standards in management of borders and implementation of systemic solutions related to public safety. Becoming acquainted with the structure of the border guard as an EU border formation, its tasks and the ways of performing them led to the designation of the course of activities aimed at protecting the EU external border and the Schengen area, with due emphasis on international transport and migrations related to this.

Considering that since July 2012, the Moldovan border formation has been undergoing transformation into a police formation, the provided support may be directly used in the current execution of tasks.
