Improving methods of prevention, detection and fight corruption at regional level in Georgia as an effective tool for capacity building of public administration on the basis of Polish experiences

One of the challenges facing the government is the growing social and economic inequalities that are particularly visible between the capital (Tbilisi) and other regions. These often lead to greater risk of corruption and an increase in economic crimes in the outermost and border regions.

A group that is particularly exposed to situations that can lead to corruption is employees of public administration at the regional level. The main reason for this is a lack of experience and inadequate skills in preventing, detecting and combating corruption. The risk of corruption is even greater in those small communities of the outermost regions where social and economic interdependencies are firmly rooted and widely accepted.

Under the current reforms, Georgia has commenced extensive changes aimed at promoting good management and professionalism among civil servants. One of the challenges in the development of an independent and professional public administration, as described by the Georgian authorities, is dealing with corruption at the regional level. The introduction of sustainable changes requires a stronger system for preventing, detecting and combating such phenomena. It is also important to introduce procedures and improve the methods for preventing, detecting and combating corruption by the regional units of the Georgian Investigation Service of the Ministry of Finance.

The project was implemented from 1 March 2013 to 31 December 2014. During this time, two study visits took place, for 19 representatives of the Georgian Ministry of Finance’s Investigation Service and Polish Revenue Intelligence. Corruption and economic case studies were also prepared, enabling the exchange of experience and best practices in preventing, detecting and combating corruption at the regional level. A document containing profiles of the actions taken by the regional units of the Georgian Investigation Service in detecting, combating and preventing corruption, as well as the implemented customs and tax reforms.
