Glossary

 

Official Development Assistance (ODA): grants and loans provided to developing countries offered by official government institutions of donor countries or international organisations that aim to support economic development and welfare in these countries. The loans are deemed to be Official Development Assistance given they include a donation amounting to at least 25% of the value of the assistance provided.

VOLUNTEERING project: tasks carried out by a volunteer in the receiving country, which form a separate project or are a part of a broader project in the field of development assistance, and the activities of both sending and receiving organisations.   VOLUNTEERING projects include especially the following: preparation of a volunteer for a trip (trainings and vaccinations); tasks carried out by a volunteer in the receiving country; support, guidance and contact with a volunteer as well as educational initiative(optional) upon his/her return to Poland (which is implemented by him/her with the support of the sending organisation). VOLUNTEERING projects fulfil the criteria for Polish foreign assistance (in accordance with the Section 3.1.of the Regulations for the call for proposals).

project proposal: a proposal for a project submitted by the applicant in the form of project application (both on-line application form and its printed version) including annexes.

volunteer: a person that fulfils the criteria foreseen by the Section 2.3. of the Regulations for the call for proposals entitled "Polish Aid Volunteering 2008", who after participating in necessary training sessions carries out in the receiving country, without any remuneration, the activities established in the VOLUNTEERING project.

candidate for a volunteer: a person who is offered in the project proposal by the applicant as a candidate for the implementation of tasks foreseen in the VOLUNTEERING project.

applicant: an organisation registered in the Republic of Poland, within the meaning of the Article 3 (2) of the Law on Public Benefit Activity and Volunteerism of April 24, 2003 (Journal of Laws No. 96 item 873, as amended), which submits a proposal for a VOLUNTEERING project within the framework of the call for proposals "Polish Aid Volunteering 2008".

sending organisation: an applicant that solicits the subvention to finance the implementation of a VOLUNTEERING project, which, after receiving it, is responsible for the organisation of the activities related to its implementation.

foreign mission of Polish sending organisation: a mission of a Polish NGO working in a receiving country. This mission may serve as a receiving organisation that hosts a volunteer during the implementation of a VOLUNTEERING project.

receiving country: a partner country where the VOLUNTEERING project is implemented, listed among the recipient countries of the Official Development Assistance (ODA) of the OECD Development Assistance Committee (DAC).

receiving organisation (partner in the receiving country): a non-profit-making organisation (public benefit organisation), regardless of its legal form, or a public institution in a receiving country, where, or in co-operation with which, a volunteer carries out the tasks foreseen in the project (it can also be a foreign mission of a Polish sending organisation).

coordinator of the project on behalf of the sending organisation: a person that coordinates the activities within the project in the organisation submitting the project proposal, responsible for maintaining contact with a volunteer, receiving organisation and with the MFA during the implementation of the project.

volunteer's tutor and a contact person for a volunteer on behalf of the receiving organisation: a person responsible for current contacts with the sending organisation and the MFA, and for content-related and organisational supervision and guiding of a volunteer during his/her stay in the receiving country.

training sessions organised by the MFA (MFA training): obligatory training for candidates for volunteers organised during the procedure of evaluation of submitted project proposals. The training participants are those who have been selected by the Commission for the call for proposals, as stipulated in the section 8.2.of the Regulations of the call for proposals.

pre-trip training: a training organised by the sending organisation for a volunteer before his/her trip to the receiving country. Its aim is to inform a volunteer about peculiarities of the place of destination and characteristics of the tasks to be carried out during a VOLUNTEERING project.

on-site training and language course: a training organised on-site by the receiving organisation for a volunteer, which should include information about the local context of his/her activities (daily work, social and cultural aspects, rules of communication, customs, current social situation, etc.) and an introduction to specific tasks included in a VOLUNTEERING project. An integral part of this training is a local language course (basic or advanced).

educational initiative: an optional initiative of a volunteer. Activities in the field of development education addressed to Polish society, undertaken by a volunteer upon his/her return to Poland (subject to the provisions of the section 4.4. of the Regulations for the call for proposals). Such activities should be related to the problems that each project strived to solve in a given country. The main goals of such educational initiatives are: raising awareness and spreading knowledge among Polish society about development problems in the world; facilitating the understanding of correlation between societies of developed countries on the one hand, and developing countries and those undergoing political transformation on the other; stimulating critical thinking about our responsibility for international development and personal involvement and conscious action aimed at fighting poverty in the world and implementing the Millennium Development Goals.

evaluation meeting: a meeting with volunteers organised by the MFA after the conclusion of VOLUNTEERING projects. Its aim is to evaluate the programme and exchange experience gained during the implementation phase. One of the elements of this meeting is job counselling.

qualified real costs: expenses related to a VOLUNTEERING project with limits are difficult to estimate due to their characteristics.

qualified limited costs: expenses that can not exceed the upper limit established in the section 6.3. of the Regulations for the call for proposals.

certificate of participation in a training for Polish aid volunteers: a certificate given to participants to the training organised by the MFA who pass a knowledge test and have a positive opinion of a psychologist (having a negative medical opinion does not exclude a participant from receiving a certificate of participation in the training for Polish aid volunteers).

certificate of Polish aid volunteer: a certificate issued by the MFA in compliance with the section 9.7. of the Regulations for the call for proposals, which confirms participation of a volunteer in a VOLUNTEERING project and its successful completion.

information sheet: data presented on the webpage www.polskapomoc.gov.pl/wolontariat that includes basic information about organisations interested in the call for proposals entitled "Polish Aid Volunteering 2008". Its aim is to facilitate contact between NGOs and people interested in participating in a VOLUNTEERING project. Filling the information sheet out is not obligatory for entities mentioned in the section 4.1. of the Regulations for the call for proposals that wish to apply for financial support. Its only goal is to facilitate contact between NGOs and people interested in participating in a VOLUNTEERING project.

-  volunteers database: an electronic database managed by the MFA which includes information about people who wish to participate in the Polish Aid Volunteering Programme. Registration in the database is not necessary to be able to participate in the call for proposals, and does not guarantee a participation in a VOLUNTEERING project.

- development education: is a kind of education aimed at raising awareness and spreading knowledge among Polish society about development problems in the world. It facilitates the understanding of correlation between societies of developed countries on the one hand, and developing countries and those undergoing political transformation on the other. It also stimulates critical thinking about our responsibility for international development and it fosters personal involvement and conscious action aimed at fighting poverty in the world and implementing the Millennium Development Goals.
