Agricultural and forestry statistical surveys as the basis for management improvement of the state policy in the field of agriculture and forestry.

The National Bureau of Statistics of the Republic of Moldova (NBS) is the country’s central institution tasked with developing and disseminating statistical information. The projects answers the needs of this institution described in the agreement signed with the Central Statistical Office of Poland (CSO) in October 2015. Undertaken actions also correspond with Moldova's envisaged accession to the European Union.

Project's activities are directly aimed at NBS statisticians. Among topics requiring cooperation in the framework of development projects Moldovan statisticians pointed out agriculture, in particular issues connected to surveys of the structure of agricultural holdings. The Moldovan side also expressed interest in cooperation in the field of forestry statistics, particularly in terms of the estimation of key forestry-related macroeconomic indicators used in the preparation of national accounts.

Cooperation with the CSO allowed NBS statisticians to gain extensive substantive and practical knowledge in the field of agriculture and forestry statistics, which would improve the quality of the statistical data collected in those fields. Improved quality of data will, in turn, allow to properly assess the current situation aand upcoming changes, as well as conduct effective government policies.

The project was implemented from 1 June to 31 December 2017, by experts in agricultural and forestry statistics of the Department of Agriculture of the Central Statistical Office (GUS) and the Centre for Forestry and Preservation of Nature Statistics of the Statistical Office in Bialystok. In the project, direct support was provided for statisticians of the Department of Agriculture and Environment of the National Bureau of Statistics of Moldova. The project was also addressed to representatives of central and regional administration involved in various kinds of research, being a source of statistical information on the above-mentioned fields. The potential project beneficiaries will be all those who use statistical data in agriculture and forestry, both at home and abroad.

The aim of the project was to strengthen the capacity of the national statistical system of Moldova through the transfer of knowledge and practical skills related to statistical research in agriculture and forestry, allowing Moldovan statistics to approach EU and other international standards.

As part of the project, a visit to Moldova was organised for the Polish delegation and a visit to Poland for the Moldovan delegation. Cooperation resulted in the preparation of a list of practical recommendations for the needs of the National Bureau of Statistics of Moldova. These are a valuable source of information for Moldovan statistical services as regards methodology, organisation and analysis of the results of statistical research on agriculture and forestry. The conditions and specific way of organising statistics in Moldova have been taken into consideration in the recommendations, enabling continued development of this area of statistics.

The aims established at the planning stage were achieved. With the acquisition of well-organised theoretical and practical knowledge during training and from the “Recommendations,” the capacity of public statistics in Moldova was strengthened, providing relevant support for public administration units in management related to agriculture and forestry.

The project activities were directly addressed to the statisticians of the National Bureau of Statistics (NBS) of Moldova. The training and consultations organised under the project were also attended by representatives of institutions cooperating with the NBS of Moldova, which made it possible to transfer knowledge to a larger number of people and encouraged broader and closer cooperation between Moldovan institutions in data exchange and raised the quality of statistics.

Under the project, the planned undertakings were carried out and contributed to the achievement of the initially established goals. The transferred information and the ”Recommendations” drawn up as part of the project will be useful for the Moldovan side in the long term. The organised theoretical and practical knowledge acquired during the training and included in the ”Recommendations” will make it easier for Moldovan statisticians to study the structure of farms with the use of a harmonised methodology that conforms to the requirements of the European Union, carry out an agricultural census compliant with the recommendations of the 2020 FAO round and the requirements of the European Union. The knowledge can also be applied in drawing up estimates of the basic macroeconomic indicators concerning forestry, for use in national and environmental accounts. In this way, good quality statistical data will be achieved in agriculture and forestry in Moldova, adjusting Moldovan statistics to the EU requirements and in the future enhancing further development of this statistical field.
