Training of personnel in the field of project development and management based on external funding

The oblast administration personnel in Lutsk, Rivne and Tarnopol lack skills required to obtain and use international, European Union and Polish funding efficiently. The observations made by the Consulate General of Poland in Lutsk show that despite common willingness and attempts to participate in such projects, actions in this regard are limited due to the lack of knowledge. It is most apparent at the sub-national administrative level (regions, smaller towns, communes) and among entities involved in education and culture (higher education institutions, museums, theatres, etc.), which are often unable to submit project applications on their own, because they lack specialists in this field. Training mentors will solve this problem, as they will share their knowledge with other interested groups. It will also help to prepare professional personnel providing specialist, training and consulting services for the benefit of the proposed and ongoing projects. This project is in line with the Ukrainian priority reform aspirations - regional development, developing the potential of the public and local government administration and activating the third sector.

Training of personnel in the field of project development and management based on external funding

The project is scheduled to be implemented from 1 August to 31 December 2016 in cooperation with the Embassy of the Republic of Poland in Kiev and its local partner, the “Local Development Fund” Volyn Oblast Civic Organisation. Its primary objective is to increase professional qualifications of the staff of the local government and non-governmental organizations. To this end, there is a plan to conduct a series of training courses on obtaining, using and accounting for the funding and grants from various sources. The training participants will learn how to manage such funds within the framework of the organised projects.

Conducting four cycles of ten-day training sessions (8 hours a day) for groups of approximately 20 people will allow to train approximately 80 representatives of local/oblast administration in obtaining, using and accounting for international funding. The training will consist of lectures, presentations, case studies, working with documents and practical activities. The project is long-term in nature. After completing the course, the participants will be able to conduct training on their own, thus multiplying its results.

The project was implemented from October to December 2016. The project provided for four ten-day training sessions for four groups: representatives of oblast administrations of Volyn, Rivne and Tarnopol as well as activists from non-governmental and Polish organizations. The training consisted of lectures, presentations, case studies, working with documents and practical activities. The participants were familiarised with rules and procedures they needed to follow when applying for international, EU and Polish grants and they were taught how to use them and account for the project. The project helped to improve their qualifications - a team of professional officers was created at the oblast level and partially at the regional level. They will be able to share their knowledge and experience with their co-workers in the future.

The project was co-financed by the Polish Aid grant amounting to approximately PLN 82,500 (almost EUR 20,000) and its entire value amounted to approximately PLN 107,500 (almost EUR 26,000). For the purposes of calculation, the following exchange rate was applied: EUR 1 = PLN 4.1749.
