Training for Young Diplomats

Provision of training is one of the forms of implementation of the Strategy of Polish development cooperation, adopted by the Council of Ministers on October 21 2003. Under the Strategy, the main tasks of Polish development cooperation include sharing of Polish systemic transformation experience and support for the development of public administration. Accordingly, since 2006 the MFA - in collaboration with the Polish Institute of International Affairs  -  has organized  professional training for civil servants, with particular reference to young diplomats from the developing countries and those in transition. Special emphasis is placed during the courses on the transfer of Polish experience relating to political and economic transformations.

September 2009

Between August 31-September 19, Warsaw hosted a training course for young diplomats from the developing countries, co-organized by the Development Cooperation Department and the Diplomatic Academy of the Polish Institute of International Affairs.

This year the training focused on the Eastern Partnership. It was attended by 20 foreign service staff from Afghanistan, Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan,  Kirgistan, Moldova, Turkmenistan and Ukraine.  The recruitment was conducted by the DCD, in collaboration with Polish missions in the respective countries.

The training program highlighted the main aspects of Polish foreign policy, with particular reference to the Eastern Partnership, integration with the EU, international security and Polish experience in the realm of systematic transformations and democratization. The course participants were familiarized with the practical work of MFA territorial departments, including Polish policy towards the countries they represent. On September 19 they took part in the Third Polish Development Cooperation Forum.

September 2008

On September 1-26 Warsaw hosted the 4th edition of the training course for young diplomats from the developing and partner countries, organized by the DCD, in collaboration with the Diplomatic Academy of the PIIA.

The course was attended by 24 foreign service staff from Afghanistan, the Palestinian Autonomy, Azerbaijan, Belarus, Botswana, Democratic Republic of Congo, Cameroon, Kenya, Lesotho, Mali, Moldova, Namibia, the Republic of South Africa, Ukraine and Turkmenistan. The recruitment was conducted by the DCD in collaboration with the Polish missions in the respective countries and the relevant MFA territorial departments.  During the four-week course the young diplomats took part in lectures and debates concerning bilateral and multilateral international cooperation, democratization and methods of resolving economic and social problems  in the  developing countries. They also upgraded their vocational skills as diplomats. The course participants were familiarized with the practical work of the MFA territorial departments, including Polish policy towards the countries they represent. The young diplomats gave high marks to the course.

September and October 2007 (2 rounds)

The training was held on September 1-28 and October 1-26.  It was attended by 48 civil servants and diplomats from the developing countries and countries in transition (countries of Central-Eastern Europe, South Caucasus, the Middle East and Africa). The participants were divided into 2 groups of 24 persons each.

The course program included 80 class hours, including seminars and discussion panels, 3 hours of morning lectures and 2 hours of interactive classes in the afternoon, over 20 days. The curriculum focused on key aspects of Polish foreign policy, with special emphasis on integration with the EU, international security and Polish experience in the areas of systemic transformation and  democratization. The interactive classes were devoted to practical aspects of diplomatic work (diplomatic protocol). The participants paid a visit to the MFA headquarters, during which they were familiarized with its organizational structure and the work of the respective departments.  They also visited places of particular importance to Polish national and cultural heritage (Krakow, Wieliczka,  Kazimierz nad Wisłą). Other memorable highlights of the course were provided by visits to the Polish Parliament and the Presidential Palace.  The participants in the first edition of the course helped with the organization of the Polish Foreign Aid Forum, held at the National Library building on September 22 2007. Each participant delivered a presentation of his country, with particular note to development cooperation. During the course-ending ceremony the participants received graduation certificates, preceded by tests of the knowledge they had acquired during the course.

July 2006

In 2006, together with the Diplomatic Academy of the Polish Institute of International Affairs (PIIA), we invited 24 young diplomats from 10 developing and transition countries for a one-month training course.

The participants of that training came from the following countries:

Central and Eastern Europe: Ukraine, Moldova

South Caucasus: Georgia

Africa: Mozambique, Kenya, Tanzania, Nigeria, Ethiopia, Angola, Togo
