The use of multi-method surveys as illustrated by the example of integrated surveys on trips

The methods used in the Ukrainian statistical system for research on border areas and tourism are inadequate in relation to the information needs of the development policy at the national and regional level. Advisory and training activities carried out by Polish specialists will make it possible to pass on knowledge, skills and good practices in this respect to the Ukrainian partners. This will help develop the Ukrainian public statistics system. Better quality of statistical data, in turn, will enable the public administration units to make better decisions. The result will be more effective reforms and accelerated social and economic development of the country.

The use of multi-method surveys as illustrated by the example of integrated surveys on trips

The project was addressed to the representatives of Ukrainian public statistics at the central and regional level as well as higher-education institutions with a statistics study profile. The aim was to strengthen the capacity of state statistics in Ukraine through the transfer of knowledge and experience of Polish public statistics.

Within the project, Polish statisticians demonstrated a cohesive system for travel research that furnishes data at the macro level (for the needs of statistics concerning tourism, national accounts and the balance of payments), at the mezo level (regions and border areas) and at the micro level (for the needs of local government units, enterprises and other institutions), useful also for monitoring of social and economic phenomena at border areas.

It was assumed that the project would contribute to the achievement of the following direct aims:

  • Acquisition by Ukrainian statisticians of knowledge and experience in:
    • the use of many research methods, on the example of integrated travel research;
    • development of methodology for travel research.
  • Preparation and publication of study entitled Travel research – the use of many research methods. Concept of research of Ukraine’s border areas.
  • Preparation of document entitled Plan for future areas of support for Ukrainian statistics.

These aims were achieved through a series of comprehensive training sessions for representatives of Ukrainian statistics. A meeting was held with experts to work out the concept of research on Ukraine’s border areas. A study was also issued on the travel research methods, to be used for the development of Ukraine’s information and statistical system to monitor phenomena taking place in border areas.

At the end of the project, Polish statisticians paid a visit to the headquarters of Ukraine’s State Statistical Service, where a seminar and discussion panel were organised. During the meeting, the project findings were presented and a plan was worked out for future areas of support of Ukrainian statistics.

The Project provided support for 14 persons, the end beneficiaries of the project, representing Ukraine’s public statistics both at the central level – from the State Statistics Service of Ukraine (DERZHSTAT) and at the regional level – from the Main Statistics Offices of the Lviv, Zakarpattia and Odessa Oblast, with representatives of the National Academy of Statistics, Accounting and Auditing as well as the Statistics Department of the Ivan Franko National University of Lviv.

 

In accordance with the project assumptions, the following direct results were achieved:

  • a study visit to Poland was organised for a delegation from Ukraine, consisting of three-day training on the practical application of many research methods and a working meeting of experts, devoted to the preparation of assumptions to the first part of the study: “Travel research – the application of many research methods. Concept for research on border areas of Ukraine,” thanks to which statisticians and representatives of Ukrainian higher-education institutions with a study profile in statistics were able to acquire knowledge, experience and good practices in how to use many research methods in integrated travel research;
  • a bilingual essay was published, under the title: “Travel research – the application of many research methods. Concept for research on border areas of Ukraine,” for use in implementing travel research in the reality of Ukrainian statistics and in developing Ukraine’s system of information and statistics to monitor phenomena occurring in border areas;
  • a working meeting of experts was organised to draw up the assumptions to the concept for the methodology of research on Ukraine’s border areas, thanks to which statisticians and representatives of Ukrainian higher-education institutions with a study profile in statistics were able to acquire knowledge and experience in preparing the travel research methodology;
  • a visit to Ukraine was organised for a delegation from Poland, during which a seminar was held to sum up the project. A discussion panel led to the preparation of the document: Plan of future areas of support for Ukrainian statistics.

In the long term, the anticipated project effects include:

  • the ability to disseminate in Ukraine best practices in improving statistical data production, particularly concerning cross-border areas;
  • strengthening the potential and capacity of Ukraine’s public statistics, which can translate into information support in statistics on tourism, national accounts and the balance of payments as well as systems monitoring phenomena taking place in border areas;
  • support for public administration units in making decisions concerning the country’s social and economic development;
  • support for local government reform as well as political and economic reforms carried out in Ukraine.
