The establishment of a sailing school in Braslav

In 2014, an average salary in 13 districts of the Vitebsk Oblast, Belarus, was lower than 85% of an average remuneration in the Oblast and lower than 75.4% of an average salary in the country. The lowest average salary level recorded in the Oblast was, among others, in the Braslaw District. The authorities of the Oblast are of the opinion that the situation is caused by, among others, a low level of economic efficiency of the agricultural sector and poor use of local unique natural resources or the possibility of generating additional income. The Braslaw District is located in the Belarussian part of the Braslaw Lakeland (encompassing Lithuania and Latvia). There are 300 lakes in this area, which cover the total area of 36,000 ha (including 50 lakes with the area of over 100 ha). In 1995, the Braslaw Lakes National Park was created.

The natural conditions of the region are used in tourism only to a small extent. The potential that developing sport and sailing tourism could provide is practically unrealised. The lack of proper infrastructure (marinas, sailing equipment for hire) hampers further development of the Braslaw region, which, as the sailing culture is becoming more popular, could become one of the most important centres of sailing sports in Belarus. It would increase its tourist attractiveness, providing an impetus to the development of small entrepreneurship, such as gastronomy, agri-tourism or sailing equipment for hire.

The residents of the Braslaw region, who will be offered the opportunity to enjoy additional forms of sport and leisure will be the main beneficiaries of the project. In the long term, they will gain new prospects for economic development connected with an increase in tourist traffic created by promoting sailing in the Braslaw Lakeland.

The establishment of a sailing school in Braslav

The project is scheduled to be implemented from 1 July to 31 December 2016 in cooperation with the Embassy of the Republic of Poland and its local partner, the Rotary Club Mińsk City Association.

The primary objective of the project is to facilitate tourism development by creating sailing schools in Braslaw, whose activities will focus on using the natural potential of the Braslaw Lakeland. The popularisation of new forms of sport and leisure will increase the tourist attractiveness of this area. The project is to provide specialist sailing equipment and infrastructure for the purpose of creating the sailing school. Products of Polish producers will be purchased: training sail boats, an instructor’s motor boat, a floating pier and a hangar for storing the purchased sailing equipment. The hangar will be located at the bank of lake Dryvyaty, close to the floating pier with docked sailboats. The city authorities are planning to employ sailing instructors in the club and open the school for different age and social groups.

Creating the sailing school within the framework of the Polish Aid programme will constitute the first step taken by the Braslaw authorities to implement the priorities specified in the “Strategy of Sustainable Development for the Vitebsk Oblast 2016-2025”, which was developed as part of the project financed by the EU, the “Support to Regional and Local Development in the Republic of Belarus”. Strengthening the local potential as a result of the comprehensive tourism development is the target of one of the four priorities included in the Strategy, whose objectives are compliant with the targets and priorities of the key document specifying long term Belarussian development priorities: the Belarus National Strategy of Social and Economic Development 2030

The residents of the Braslaw area, who, in the immediate short term, will receive the opportunity of benefiting from the additional forms of sport and leisure will be the ultimate beneficiaries. In the long term, they will gain new prospects for economic development connected with an increase in tourist traffic created by promoting sailing in the Braslaw Lakeland.

The establishment of a sailing school in Braslav

The project was implemented from 28 July to 31 December 2016.

Sailing equipment was purchased (15 training sail boats, an instructor’s motor boat and a floating pier) and delivered to Braslaw. The infrastructure was prepared for the storage of the sailing equipment: a parcel was separated, where foundations for the hangar were laid and the hangar itself was purchased. Thanks to these actions, a sailing school was opened in Braslaw, which was the primary target of the project. The operation of the sailing school requires further actions on the part of the authorities of the city of Braslaw. Instructors will be employed and students will be recruited as soon as the 2017 sailing season starts.

The value of the project amounted to PLN 405,000 (EUR 97,100) and was fully covered by the Polish Aid's funds. For the purposes of calculation, the following exchange rate was applied: EUR 1 = PLN 4.1749.
