Supporting local community affected by floods in Northern Kazakhstan

The flood which affected Northern Kazakhstan in April 2016 was caused by rapid melting of snow. The North Kazakhstan Region and the Akmola Region were most affected by the floodings. The topography, the degree to which the soil frozen and the lack of natural watercourses, which could remove excess water caused floodings of the roads and households in these regions. Purchasing medical equipment for the medical points situated in the areas affected by the flood will help to mitigate its effects. The chief physician at the Taiynsha District Hospital is of the opinion that once the medical points in the village are equipped with electrocardiographs and blood analysers, it will not be necessary to refer patients to the district hospital every time they need to have simple tests carried out, which entails serious logistics problems due to the condition of the local infrastructure and large distances.

The project of the Embassy of the Republic of Poland in Astana is scheduled to be implemented from 15 August to 30 November 2016. Its objective is to increase the accessibility and quality of primary health care in four villages in the North Kazakhstan Region, which were affected by the April 2016 flood. Equipping the medical points in the village with diagnostic equipment (immunoassay analysers, electrocardiographs) will help, indirectly, to repair the damage caused by the flood. It would be impossible to purchase medical equipment without external financing, due to the budgetary constraints that the local administration face, as the budget needs to be allocated for unplanned road repairs and repairs of other elements of the damaged infrastructure. The project provides for purchasing and installing four electrocardiographs and automatic biochemical analysers in four medical points and one haematology analyser in the Taiynsha District Hospital.

The direct beneficiaries of the project will be the inhabitants of the four villages in the Taiynsha Region, the North Kazakhstan Region (Ozernoye, Donetskoye, Yasnaya Polyan, Kellerovka), a total of 5,200 people. Since the inhabitants of the remaining villages in the Taiynsha District will also be able to use the purchased medical equipment, the total number of beneficiaries is estimated at 46,000.

The project was implemented from 1 June to 20 October 2016. Its objective was to increase the accessibility and quality of primary health care in four villages in the North Kazakhstan Region, which had been affected by the April 2016 flood: Ozernoye, Donetskoye, Yasnaya Polyan and Kellerovka. The objective was accomplished by purchasing medical equipment (blood analysers and ECG devices) for the Taiynsha District Hospital and medical points in the four villages. Five thousand two hundred inhabitants of the four villages as well as the inhabitants of the remaining villages in the Taiynsha Region, who will also be able to use the purchased medical equipment (approximately 46,000 people) are the direct beneficiaries of the project.

The project was fully funded by the Polish Aid and its value amounted to almost PLN 67,000 (EUR 16,000). For the purposes of calculation, the following exchange rate was applied: EUR 1 = PLN 4.1749.
