Support to municipal capacity development in early childhood education field in Georgia

The system of pre-school education in Georgia is decentralized. The local government authorities supervise public pre-school institutions and are obligated to provide free education for children aged 2-6. It is estimated that approximately 60% of Georgian children do not have access to pre-school education and the groups formed in the operating pre-school public institutions are too big (40-50 children) to provide the children with appropriate quality education.

In order to tackle the issues connected with education and responsibility of the competent institutions for its relevant aspects, an act on pre-school education was developed in cooperation with foreign donors and the non-governmental sector, which should be passed by the parliament of Georgia in 2016. The purpose of the act is to improve the quality and accessibility of pre-school education. It will grant each child aged 2-6 the right to free pre-school education, therefore it will be necessary to open new facilities and increase the funding offered by the local governments for this purpose.

At present, Georgian local governments are not prepared to assume new, extended obligations stemming from the act on pre-school education, whereas central authorities, including the Ministry of Education and Science of Georgia, are not planning to organise any training courses for the local governments.

The project is scheduled to be implemented from 1 July to 15 December 2016 in cooperation with the Embassy of the Republic of Poland in Tbilisi and its local partner, the International Association Civitas Georgica. The primary objective of the project is to familiarise Georgian local governments with the act on pre-school education and the complementary national standards, and to develop their competencies in this respect. Approximately 355 local government employees will be the direct beneficiaries - city mayors and governors of municipalities (the gamgebelis), their deputies, members of city councils (the sakrebulos) and other employees who are responsible for education, health and technology.

Training courses will be organised in terms of specifying the needs and strategic planning of the pre-school education development for local governments, national standards of pre-school education and the manner of supervision of their implementation as well as the functions and tasks of local governments in the field of pre-school education for the heads of local governments. The courses will be conducted by the Civitas Georgica Association, which is the leading Georgian organisation that has been engaged in pre-school education for many years now. The children and their families, approximately 100,000 people, who have access to pre-school education in the municipalities will be the indirect beneficiaries of the project.

The project was implemented from 1 August to 15 December 2016. The primary objective of the project was to familiarise Georgian local governments with the newly adopted act on pre-school education and its complementary national standards, and to develop their competencies in this respect. This objective was accomplished by organising training courses in the form of workshops for the three levels of representatives of local governments: eleven courses for specialists who are responsible for pre-school education, eight workshops for specialists who are responsible for implementing the infrastructure, sanitary, educational, nutritional and health standards as well as one conference to present the conclusions to the heads of the municipalities and their deputies.

The project was co-financed by the Polish Aid grant amounting to approximately PLN 125,000 (approximately EUR 30,000) and its entire value amounted to approximately PLN 130,000 (approximately EUR 31,000). For the purposes of calculation, the following exchange rate was applied: EUR 1 = PLN 4.1749.
