Strengthening the crisis management system of Iwano – Frankivsk oblast through increasing the operational potential and competences of emergency service in the field of avalanche and rope techniques rescue

The Ukrainian Carpathians are becoming increasingly popular among tourists from Ukraine as well as other countries. More and more tourists visit the area, particularly in the vicinity of Verkhovyna. Mounts Pip Ivan and Hoverla are situated there. The trail set out in this region is very attractive, attracting a great number of tourists and, consequently, leads to intensified rescue operations. Statistics show that in 2015 the number of rescue operations rose threefold, compared to 2014.

In July 2013, an agreement was signed on the opening of a mountain rescue station at the top of Mount Pip Ivan. However, among the rescuers there is an apparent low level of suitable knowledge and skills, due to the lack of specialist training. In addition, about 80% of the available rescue equipment does not meet the basic requirements and is outdated. In 2016, the Podkarpackie Voivodeship implemented the Polish development aid project entitled ”Raising competences and operational capacity of emergency response services of the Ivano-Frankivsk Oblast in the prevention and removal of flood damage and in mountain rescue services.” In 2017, the project is to focus on the rescue system with the use of rope techniques and on rescue response during avalanche threats.

The project will have two training sessions for eight rescuers stationing at the top of Mount Pip Ivan, in the following topics:

  • rescue with the use of rope techniques;
  • avalanche rescue and the principles of carrying out partnership operations during an avalanche accident, moving about on snowmobiles and evacuation of rescued persons.

In addition, specialist equipment will be purchased, to be turned over to the station on Mount Pip Ivan (including a snowmobile).

Ukrainian rescuers took part in specialist training, conducted by experienced instructors. They learned how to use modern equipment. The acquired skills will be useful during rescue operations in the mountains, taken up by rescuers on duty on Mount Pip Ivan as well as on other occasions of a threat to life caused by catastrophes or natural disasters. The efficiency of these actions will be additionally improved thanks to the received specialist rescue equipment.

These measures will encourage the development of tourism, one of the most important sectors of the economy in the Ivano-Frankivsk Oblast. Good organisation and improved competences of the rescue services will improve the safety of tourists, which will in turn raise tourist attractiveness.
