Multilateral Assistance 2008

In 2008, Poland's Official Development Assistance amounted to PLN 897.11 million (USD 372.37 million), whereby PLN 695.15 million (USD 288.54 million) constituted multilateral aid. The Polish contribution to the European Union amounted to PLN 660.66 million (USD 274.23 million) and was provided for development assistance administered by the European Commission. Poland's contribution accounted for 3.13 per cent of the European Commission's resources for this purpose. The contribution to EU's general budget accounted for 74 per cent of the Official Development Assistance financed by Poland in 2008.

The remaining part of multilateral aid Poland allocated  to international organizations and funds providing development assistance (including UN organizations).

Contributions made to the United Nations System in 2008

United Nations Development Programme (UNDP):
The Polish contribution to the general budget of UNDP amounted to USD 100,000; the resources were provided by the Ministry of Foreign Affairs.

United Nations Industrial Development Organization (UNIDO):
The Polish contribution to the general budget of the organisation amounted to PLN 2.2 million (USD 913,946 million) and was made by the Ministry of Economy. In addition, the Ministry of Foreign Affairs (in agreement with the Ministry of Economy) has contributed EUR 100,000 to a project dedicated to water purification and analysis of causes and effects of water pollution in the basin of the river Bug in Ukraine.

Food and Agriculture Organization of the United Nations  (FAO):
Poland's Official Development Assistance for FAO channelled through the Ministry of Agriculture amounted to over PLN 5.9 million (USD 2.46 million).

World Food Programme (WFP):
Poland supported WFP's Protracted Relief and Recovery Operation in Afghanistan providing two contributions: PLN 2.6 million (USD 1.09 million) - financial resources of MFA - and USD 200,000 (provided by the Ministry of Agriculture and Rural Development). As part of this project, 6 million people participating in actions such as food for work, food for training and food for education are assisted.

Central Emergency Response Fund (CERF):
In 2008, Poland committed USD 300,000 to CERF, channelled through the Ministry of Foreign Affairs.

United Nations International Children's Emergency Fund  (UNICEF):
Poland's contribution to the Fund amounted to USD 200,000 and was provided by the MFA.

Joint United Nations Programme on HIV/AIDS (UNAIDS):
The contribution of the Ministry of Foreign Affairs to the general budget of the organisation amounted to USD 50,000.

United Nations Population Fund  (UNFPA):
MFA committed USD 50,000 to the programme addressing the problem of fistula.

United Nations Human Settlement Programme (UN Habitat):
USD 500,000 was contributed by Poland to the organisation's general budget through the Ministry of Infrastructure.

United Nations Office of the United Nations High Commissioner for Refugees (UNHCR):
Poland has committed the amount of USD 400,000 through the MFA, of which USD 300,000 were allocated to the general budget of the organisation and USD 100,000 to the implementation of the programme for Burundian refugees in Tanzania.

United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA):
Poland committed USD 150,000 from the MFA resources to the Special Hardship Case Programme. The programme covers the refugees living in particularly tough conditions in the Gaza Strip and Lebanon.

Office of the United Nations High Commissioner for Human Rights (OHCHR):
Through the MFA, Poland channelled USD 100,000 to OHCHR without indicating the specific target initiative: this facilitated appropriate distribution of the resources to the most urgent activities and programmes implemented by the Office.

United Nations Office on Drugs and Crime (UNODC):
Through the MFA, Poland contributed the amount of EUR 80,000, of which EUR 50,000 was channelled to the project addressing the corruption problem in Afghanistan (strengthening of the judicial authority capacity in the country) and EUR 30,000 to technical assistance in implementing the United Nations Convention against Corruption.  

International Labour Organization (ILO):
The Ministry of Labour and Social Policy allocated PLN 4.3 million (CHF 1.97 million) as a contribution to the general budget of ILO. Moreover, the MFA committed USD 50,000 to activities supporting democracy and enhancing social dialogue, destined for projects implemented in Polish aid's priority countries of Central and Eastern Europe.

Universal Postal Union (UPU):
Through the Ministry of Infrastructure, Poland contributed the amount of CHF 203,000 to UPU's budget.

International Telecommunication Union (ITU):
Poland as a member state provided a contribution of CHF 360,000 through the Ministry of Infrastructure.

United Nations Educational, Scientific and Cultural Organization (UNESCO):
The Ministry of Culture and National Heritage committed over USD 15,000 to the World Heritage Fund. Moreover, the Ministry allocated a voluntary contribution amounting to USD 25,000 to the mutual fund for completion of UNESCO's Final Report on Damage Assessment in Babylon (Iraq).

World Intellectual Property Organization (WIPO):
Poland's contribution to WIPO amounted to PLN 75,000 (CHF 34,190)and was provided by the Ministry of Culture and National Heritage.

United Nations Environment Programme (UNEP):
Polish contribution to UNEP provided by the Ministry of Environment amounted to USD 150,000.

United Nations Framework Convention on Climate Change - (UNFCCC):
From December 1 to 12, 2008, the 14th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) and 4. Session of the Meeting of the Parties to the Kyoto Protocol was held. The Conference was organised by the Secretariat of the United Nations Framework Convention on Climate Change and hosted by the Government of the Republic of Poland. The preparations were co-ordinated by the Ministry of the Environment of the Republic of Poland. The Ministry of Environment received additional financial resources to finance participation of delegates from the selected developing countries in informal high-level consultations (October 2008). Moreover, Poland provided the voluntary contribution amounting to USD 39,700 for maintenance of the International Transaction Log (ITL) - a registry system monitoring CO2 emission.

World Meteorological Organization (WMO):
WMO was provided with the amount of over CHF 306,000 by Poland's Ministry of the Environment.

United Nations Convention to Combat Desertification (UNCCD):
Polish contribution to these aims provided by the Ministry of the Environment amounted to EUR 35,000.

International Atomic Energy Agency (IAEA):
Through the National Atomic Energy Agency, Poland provided resources amounting to USD 386,000 for the Technical Co-operation Fund.

World Tourism Organization  (UNWTO):
Poland is a founding member of the organisation, established in 1975. Obligatory contribution in the amount of EUR 147,000 was provided by Poland's Ministry of Sport and Tourism.

World Health Organization (WHO):
The Ministry of Health channelled over USD 2.3 million to the general budget of the organisation and the voluntary contribution for the period 2008-2009 amounted to USD 56,800 for ratification of the Framework Convention for Tobacco Control.

African Programme for Onchocerciasis Control (APOC):
As a result of high effectiveness of APOC's activities, Poland decided to provide the organisation with the amount of USD 20,000 through the MFA.

Other contributions provided in 2008

International Committee of the Red Cross (ICRC):
Due to the high effectiveness of ICRC activities, the MFA committed USD 250,000 to the general budget of the organisation. Furthermore, ICRC was supported by the Ministry of Health with the amount of CHF 765,000.

International Organization for Migration (IOM):
Poland contributed USD 150,000 to the general budget of the organisation through the MFA.

Organisation for Economic Co-operation and Development (OECD):
MFA provided EUR 58,000 for the Development Centre which is the centre for research and analysis specialising in the area of socio-economic development. The centre also serves as a forum for exchange of relevant experience in the field. In addition, EUR 152,000 (EUR 102,000 by the Ministry of Economy and EUR 50,000 by the MFA) was transferred for the programme aimed at boosting investment, competition and development of the private sector in the countries of Eastern Asia, South Caucasus and in Ukraine.

Partnership for Democratic Governance (PDG):
Poland, as a founding member of the initiative, made the obligatory contribution of EUR 50,000 through the MFA.

Organization for Security and Co-operation in Europe (OSCE):
On behalf of Poland, the MFA provided EUR 90,000 to the organisation's budget, of which EUR 50,000 was devoted to an assistance programme for the police in Georgia (focus on: structural transformation, combat against corruption, depoliticising and co-operation with civil society), EUR 10,000 for a project addressing human trafficking in Ukraine, EUR 20,000 for a project supporting judicial institutions in combating hate crime - Law Enforcement Officer Programme to Combat Hate Crime, and EUR 10,000 to support the Diversification Fund for participation of election observers functioning under the supervision of the Office for Democratic Institutions and Human Rights (ODIHR).

North Atlantic Treaty Organization Partnership for Peace (NATO/PfP):
Poland submitted financial assistance amounting to EUR 50,000 for the Reconversion Centre "Khmelnitsky" in Ukraine and EUR 10,000 for a newly created fund addressing the problem of corruption in the defense sector - Building Integrity and Reducing Corruption in the Defence Sector.

NATO/ISAF Post-Operations Humanitarian Relief Fund  (POHRF):
Poland committed EUR 50,000 through the MFA to this initiative (humanitarian assistance for the people affected by military operations).

NATO Maintenance and Supply Agency (NAMSA):
In 2008 Poland contributed EUR 30,000 for the mutual fund, launched in Georgia in order to finance neutralisation of the missiles located in Vartsikhe. 

The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM):
The amount of USD 100,000 was transferred by Poland (contribution made by MFA).

Multilateral Fund for the Implementation of the Montreal Protocol:
The amount of resources committed by Poland to the Fund was USD 424,000 (contribution made by the Ministry of the Environment).

International Tropical Timber Organisation (ITTO):
The Ministry of Economy committed the amount of PLN 66,000 to the general budget of the organisation.

International Cotton Advisory Committee  (ICAC):
