On 24-25 November 2011, an informal meeting of the Council of the European Union's Working Party on Humanitarian Aid and Food Aid (COHAFA) was held in the Foksal Palace in Warsaw. The meeting was organized by the Foreign Ministry's Development Cooperation Department in the framework of the Polish Presidency.
The meeting was hosted by Under-Secretary of State Krzysztof Stanowski and attended by almost 40 representatives from EU Member States, the European Commission, and the General Secretariat of the Council of the European Union.
Discussion panels focused on two issues:
1. Linking relief with rehabilitation and development, resilience building - in particular in the context of the current food crisis affecting the Horn of Africa;
2. Boosting the functioning of the international food aid system.
The keynote presentation concerning the latter issue was conducted by the special guest - Mr. Rashid Khalikov, Director of the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA) in Geneva.
