Over 1 500 participants from more than 130 countries attended the first High Level Meeting of the Global Partnership for Effective Development Cooperation held in Mexico City, 15-16 April 2014.
The forum gathered representatives from states, business, NGOs, philanthropic foundations, parliamentarians and local governments. The Polish delegation was headed by Ms. Beata Wojna, Ambassador of Poland to Mexico.
Consisting of five plenary sessions and over thirty focus sessions on a range of critical themes for development, the meeting provided a platform for the participants to share experience and learn lessons on how to improve the effectiveness of development co-operation. Moreover, it presented an opportunity to reaffirm the principles agreed during the Fourth High Level Forum on Aid Effectiveness in Busan in 2011 (South Korea), and call on all actors to deliver on the Busan Outcome Document commitments.
The meeting was opened by President of Mexico Enrique Peña Nieto. Eminent speakers included inter alia UN Secretary General Ban Ki-Moon, UNDP Administrator Helen Clark and OECD Secretary General José Angel Gurría.
As the UN Secretary General Ban Ki-Moon, stated in his opening remarks, more needs to be done, and “we need to redouble our efforts and make inclusive partnerships - a core aspect of the Busan Partnership agenda – a reality.”
The High Level Meeting presented the first Global Partnership Monitoring Report, assessing progress in the realization of Busan commitments against a set of ten indicators.
During the meeting more than 20 new initiatives were launched, including those aimed at mobilizing domestic resources through strengthening tax administrations in developing countries and aimed at engaging different stakeholders in creating business hubs in developing countries.
The HLM confirmed that the Global Partnership should be a key tool in reaching the objectives made under the new post-2015 development agenda, to replace the MDGs that expire next year.
During the closing session participants adopted the final Communiqué of the first High Level Meeting of the Global Partnership for Effective Development Cooperation.
