Angola has been on the foreign aid list of priority recipients since 2004, the year it began to operate. The country is inhabited by 18m people and has a life expectancy of 48 years. The difficult situation in Angola can be largely attributed to the 27-year-long civil war, which ended in April 2002 leaving behind many active minefields and a destroyed technical and social infrastructure. In 2009, the United Nations Development Programme placed Angola in the medium human development category (a rise from 157th to 143rd position in the HDI ranking).
